hmmm - are you sure Stuey? - I don't know any "great" non primary paragon PvP builds recently, that uses motivation at 7-8... There are builds, that uses 8-9 command in HA, and loads of builds, that uses 7-9 tactics, so those shields go for fortunes easily, but 20k for a non max blue motivation shield?
If there is a build like that, than 20k+ can be reasonable, but until that, it's more like merchfood IMO
