I woudlnt see why not, conditions cast by caster skills, are also lengthened by mod, take lots of necro skills for example, its something good to do before transfering the condition to the enemy.
So i see no reason "Finish Him!"would be any different.I dont think it matters how you give them the condition.

It lists all the skills that inflict Deep Wound and in the notes at the bottom mention that the Cruel mod increases the duration.

yesh, but its pointless....its called "finish him!", not "let him live with 20secs of deep wound!" for a reason
