Yes, you can PVP with Role-Playing characters once you reach level 20.
This link may help you understand the forms of PVP Guild wars has.
Bags can be bought from merchants, or through exchange from collectors.

ok, a pvp only char is automatically level 20, you get some decent weapons and decent skills right off the bat. if you make a RP char, then you must get level 20 then you can use this boat icon on the world map to take you to the great temple of balthazar which is like the main city of the pvp islands

PvP-only characters automatically start out at level 20 and can use any skills or items that you have already unlocked; however, they can't do any PvE. Role-playing characters have to travel to the Battle Isles to do normal PvP. In Prophecies, that means getting to the city Lion's Arch and traveling from there.

Also, if you have a new account and start off with a PvP character, you will have very few skills to use.

If you are very new and still in pre-searing you will not be able to buy bags from the merchants yet. charr bags drop in pre searing but other than that you will have to wait until you move on to the main game.

Important note - every skill and equipment (armors,weapons,runes,insignias...) you unlock in PvE are instantly available to you in PvP. So most common way is to create separate character for PvP.

A couple of hints: When you get a character to the Great Temple of Balthazar for the first time, go through the portal at the bridge to the north to go to the Isle of the Nameless. Head forward from where you start and go up the stairs to the left to find The Guide. He offers two quests: one to talk to the Masters around the area who will explain various combat mechanics to you, and also one to talk to another person who will send you to the PvP tutorials. It's boring an sucks, but the first time through will open a new PvP outpost for you, and every time you go through the tutorial with a character, you will end up with a decent chunk of Balthazar Faction that you can turn in at any Priest of Balthazar to unlock skills (go for these first; skills unlocked this way aren't given to your PvE characters, by the way), weapon & armor modifications, and Heroes (if you have Nightfall and/or Eye of the North).

As you may have found out by now, GW is not WoW (or similar MMOs) - there are no "servers" in the sense that those games have servers or "realms". There are not "PvP servers" and "PvE servers".
Instead, there is just "PvP and "PvE". Any time you go out into the "world" to explore, level up, etc., you are in the PvE environment. There is no PvP during PvE, as there is in WoW, you only PvP when you want to.
The difference is that a PvP "character" can only do PvP (but starts as level 20), while a PvE character can do both, but starts as level 1.
