ill try to be there, IGN Emu King bring some buds if i can manage. the only thing that worries me is that u might only get about 1/2 of these people on this forum to come b/c its been about 2 weeks since you've posted and most people might completely forget (Real Life distractions or something) so you might want to put an end date soon. However, if you have the mentality of, "hey ill just wait until people stop posting on this thread becuz they keep coming eveyday!" then it might be a very long time b4 you actually do this.

Alright I am going to ask that everyone that wanted to come and posted in this thread read this post. Everyone after this please stop posting your IGN. We are very full as it is. However on the day of the dance you still may be able to make it if not enough people are there. Please note: I would like a single district completely full of people. I am going to talk to Daniel Frozenwind about this since he said he wanted to help. Also note: expect this to happen on the first week of November due to Dan's large halloween party he is holding.

I'm pretty sure if it's a PvE place it'll be something like Pre-Ascalon, Shing Jea Monastery or Kamadan - since it takes all of 1 minute to get there with a new character

for maximum impact, the OP might want everyone the same profession etc, which means rolling a PvP ..
GToB is the obvious choice, prolly in a remote zone with minimal passersby, like Japanese ~
for the best time to do this, just look at when other events in this section have been run .. typically in the evenings GMT .. which sadly means Alacrity is unlikely to attend :{
