In all honesty, I think that people are objecting to how things are being said here, rather than the actual content. Regina's opened the door a little too wide here and hasn't filtered properly. This makes it easy for people to hammer the post with criticisms such as, "So the henchman skill bar contest wasn't labor saving? So why did you do it again if the reason we don't get what we want is that you're understaffed and overworked?"
One could very easily rewrite this post to communicate the same content but avoid inviting accusations of mismanagement, bureaucracy and meeting-filled workdays.
You also have to keep in mind that a lot of people are upset about improper balance maintenance. The dev team whiffed on the R/A nerf last month, and the string is right back as Way of the Assassin because Escape and Blossom weren't the problem. SF has been hanging around for ages with no action. The GvG tiebreaker is hopelessly broken. Hero Battles are unplayable. The list goes on.
The to-do list seems to indicate that ANet isn't in touch with what its players want. My guess is that successfully bringing little projects to fruition like the skill bar contest is what gets you noticed and promoted, but players want ANet staff to do gruntwork that isn't observable to management and consequently gets shirked.
