You could make the henchies available in UW/FoW to join you.

I see no problem besides Anet programming this,
so if Anet can do this,

Yeah i think henchies actually in FoW or UW would be a good idea cos of sometimes ya have a really good party and then someone'll get error 7 but that wouldnt matter cos ya could collect a henchie in there place

I have no idea why I can take henchies anywhere except UW / FoW.

Unfortunately this is not the first time this suggestion came up and so far Anet didn't give us henchies. It seems they don't want to. Maybe it's because they want UW / FoW to be a challenge - the actual challenge being not the monsters but to find a group that can survive more than 5 minutes down there, of course...

Not sure if they will add this back, you use to be able to take henchmen in Fow/UW (mind you they were not lvl 20) and they completely yanked this. That also restricted non-ascended characters from Fow/Uw (to reward those that do ascend instead of by-pass it).

Update – Wednesday, July 13
...
Added party configuration requirement so that parties containing henchmen or unascended players are now prevented from entering the Fissure of Woe and the Underworld.
...
Not sure how I feel about this honestly.

The only problem is do you really want those henchmen to attack when they have Spiteful Spirit on them? Well... 99% of human warriors do anyway, but for the sake of speeding up the process... let us take them in.
