hi i have just brought guild wars platum edition my question is how do i play eve of the north expansion, do i need to complete guild wars first.

Nope - just get a character to at least level 10, then head to Lion's Arch. The quest taking you to EotN will be available there.

Eye of the North was originally designed for people who beat all the games, had a level 20 and wanted more, but since the level requirement was brought down to 10 it appeals to just about anyone, It's up to you but I wouldn't really recommend you buy GW and head straight to EoTN first, instead play through prophecies or another one of the games first, get a feel before going to EoTN as that is level 20 content.

one reason you may want to hit EoTN is if you solo a lot: having a couple of lvl20 heroes will definitely be an advantage over lvl13 henchmen (although you could also call it cheating).
Since you unlock both Vekk and Ogden jsut by finishing the quest above, it's well worth doing it once you get to LA. Getting Gwen is pretty darn easy too. Jora is another story.
