Technically, that little update they did to the EULA allows them to ban people who do this. However, the reason for resigning could be alterior, so who's to say its "unsportsmanship like conduct."
Personally, I don't think they should do anything about this, even if they could. Until they revamp the system, at least, this should be allowed to go on. If the new sealed deck system isn't as broken as HB, then they should crack down. Anet needs to realize that the reason these ways of not competing are partially a result of the fact that HB was designed poorly in the first place.
Yeah people will always try to get around, but if it was enjoyable and less polarizing, more people would be able to and want to play seriously.

If anet really cared, they would have simply taken hero battles out of the z combat rotation. then hero battles would have returned to being an empty outpost until sealed deck is introduced.
Secondly, banning of account that participated would be a very stupid move on their part. they have been lucky enough to have a dedicated fanbase who keep playing despite over 2 years or no new content (2 hours of mox quests don't really count...). They have even found new ways of getting money out of us through optional upgrades. Banning en masse for something they could have easily avoided would probably be a fatal blow for the morale of players. Particularly considering the similar situations with /roll and gvg match manipulation, for which they did practically nothing, not to mention the utter failure that is the dishonourable combattant system!

Get it through your thick heads that Anet will not ban anyone over this, because they'd have to ban thousands of players (including high end players), on a declining game, when the format beeing abused will be removed in like, 2-3 weeks maximum?
Unlike all the people who QQ the game will be dead if they nerf SF runs, should Anet take that route then that will trully be the last nail in the coffin when they're banning a nice chunck of their playerbase, practically all of them are NOT casual players.
If they'd want to stop it, they can just remove the HB quest all together and be done with it. There, no more abuse. Easier huh?
As for myself, I made 170 zkeys, ~140k or something in gold, got my r3 zaishen, bought myself a Draconig Aegis and still have plenty of cash to spare. I'm happy about it and I'll be waiting for the next RR day, I just might be able to max my sweet tooth title, who knows.

Participating players on RR Day usually just map to Hero Battles staging area if they are on the red team, because it is faster that way, rather than waiting to resign.

I actually liked HB at one time and kind of wish they would keep it (but not at the cost of losing SD....which I hope to God is fun), but it really has degenerated. RR day is pretty much the only day that's steadily playable anymore.....other days, you're lucky if there are 10 people to play against.

I especially love those guys who bring signet of spirits. But I only fight when blue.

- 1v1, so it takes no coordination or setup to hop in and join. That's how most people play the game, so it's a perfect fit for PvE farmers.
- Most importantly, the system is rated. Red cape goes to the higher rated player in a match, so if they resign enough their likleyhood of hitting blue increases. The people who don't want to RR keep winning and eventually push into a higher rating bracket where they are more likely to fight each other, or they have to wait longer for matches; the people who want to RR but are high rated will eventually get knocked back down into the center by the system so they aren't too inconvenienced.
- Also there's no such thing as a "fast" HB match when you win by sitting on more shrines than the opponent, unless you're one of those suicide bot farmers. On TA/HA people will roll RtL because it win/loses very quickly, same with bloodspike or thumpers in gvg, which nets more total wins per time for your average player.

- reward
- efficiency
- not playing the game as intended
If you/we all do it on wintersday, why don't you do it here too? Jealousy, purist? The format will be gone anyway.

On that note: Ban those bloody bastards, ban them all!
Might lessen the stress on the server enourmously.
Losing 6,000+ active players wouldn't just lessen the stress on the server(s)....it would probably "officially" kill the game...and piss off a lot of potential GW2 customers.
