There are plenty of ways to skin a cat, or skill for this matter, how do you suppose it'll be done when Shadow Form is finally on the top of that "skills update" page?
Will it be:
a) longer recharge (eg. Selfless Spirit)
b) higher energy cost (eg. well.. this is rare )
c) enchantment ends sooner (eg. whats been done to SF once before)
d) a total, insane, outrageous nerf that changes everything about it (eg. Smiter's Boon)

they really need to push out the updates when they are done, and not save them up for some date that doesn't arrive.
tackle one issue at a time, don't work on many things not finishing anything.
