Because customization takes an item out of the market, but in exchange, you get something to compensate.

For martial weapons the advantage is clear.
For caster weapons... well... it could be better.

I'm a bit surprised by some of the responses here. People claiming they'd be forced to customize shields to not be penalized and face a disadvantage. They would not be "forced" to do this any more than with weapons now. Lets fact it, 20% on weapons really makes little difference, so many people don't bother.

Just make armor increase something small like +2. If you want the bonus, customize. If not, don't. There should be some benefit, even a small, relatively insignificant one, to customize a shield. As for the economy, its RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOed anyways and so few people would customize that no one would even notice a shift. There doesn't seem to be a shortage of weapons due to customization, does there?
