I beleive that you need to get to Vizunah square, Local to access the lower part - to do that, go to the marketplace and find someone doing the second part of "mayhem in the marketplace" quest.
The north-south section is along the Vizunah Square mission area - just hug that wall when you get to it.

To make sure I understand correctly, do the mission from local side to get all the clouds there?

You can do the mission from either side to get to most, if not all the clouded area - because you'll be going down the east side and along the south side with the group from the other side.
The portal in the fog is the one to the Local Quarter outpost. I can't remember if you can get that spot from the mission area or not.

Goto the marketplace and find a group doing mayhem in the market. Upon completion it will take you to the local side of vizunah square. (make sure they are a local group)

I'm assuming you're a foreign character...if so, you must have completed Zen Daijun mission or you won't be able to warp into Viz Square local with your mayhem pug. You'll be left in the Undercity when they enter.

Thanks for the help all. Made it to the Local side with a local getting help from his guild, and am now clearing the fog.
