I'm not exactly new to GW, but I'm not very experienced with lingo and different stuff like that. I have a lvl20 Derv, which I want to continue further but have a few Qs first (these are general questions, not Derv specific really):
1. There are certain skills which are Kurzick/Luxon-specific. Do you HAVE to have Factions to obtain these skills? Even if you have a guild/guild hall with the Reps there?
2. I read something on a tip site about being able to craft Rare Materials with regular materials. How do you do this (if it is even possible)?
3. Last question: Any general tips on getting money? lol, I know this is an EXTREMELY broad question, however take note that I only have Proph/NF, and haven't finished either game on my main (derv), even so, if you give a specific mission/dungeon/whatever to farm, I will know what you are saying, however any general tips (other than farming I mean) would be helpful.
4. Lied! Stuff about armor: Runes/Insignias. Can you put a rune AND insignia on same armor piece? Can you put more runes on same? Can you stack same insignia effects on diff armor pieces? Stuff about Weapons: Blade/Hilt (for respectives): I've been to GWW, so I know what they are all, but just to clarfiy, you can have Inscription, Weapon piece and Def piece (example, SNH, Bowstring and Bow part all on same weapon for Ranger?)

For example you have a minor vigor, and a superior vigor, you gain the effects from the superior vigor, but the minor will not effect you. Insignia's that give health or energy bonuses stack. Insignia's that boost armour will boost the armour for that piece alone (Each piece of armour has a chance of being hit).

A prefix mod (Vampiric, sundering, fiery, etc.)
A suffix mod (Fortitude, Warding, etc.)

Other than farming and exploits (red resign), the usual ways to make money is simply to play the game. The drops will get more valuable as you progress through the game. As you quest, etc., pick up all of your drops and sell the junk to the merchant. Check for any usable mods and valuable skins on purple and gold weapons drops. Check armor drops for useable/valuable Runes and Insignias - often, the blue armor has the best mods, so check the prices at the rune trader.

Is there a post somewhere that shows the more "uncommon common" weapons that are somewhat common (not like Green weapons) that are still valuable? And is a site that auctions (like the forums here or GWA) legal? I remember seeing a post somewhere, but I do NOT remember where (for the uncommon common weapons).

There isn't such a list, not that I'm aware of. Your best bet is to keep an eye on threads in the Ventari Sell section of the forums and see what is popular. Or do a quick search when something drops for you.
Auctions and Trading Forums are legal as long as you're trading ingame items for ingame items. It is just another way for players to communicate.
