Ok, the min. req the Draconic Aegis can appear in is 9 because it comes only from reward chests. From what I've seen, the req 9 command versions can still fetch 80-100k+ but the price falls off rather exponentially for higher reqs. There aren't as many popular builds that can afford more than 9 points in command, so I'd guess ...

20k max for the r11 comm. Draconic Aegis?

I think the Onyx Staves can still sell well, maybe max 50k, in r9 versions, but these fall victim to oversupply in req 10 or higher. (Lots of FoW chest openings.) So I'd guess 10-15k and could be hard to find buyers for r10 ES Onyx Staff.

I could be wrong! Hopefully you'll get other opinions, but I felt bad that you've been waiting so long without any answer.
