This is how I do it on Windows XP:
Open notepad (press windows key+R then type notepad and hit enter)
Copy the code and put it in the notepad
Save the file with the name you want for the build
Make sure you save it to your GW Templates folder location normally c:\program files\guild wars\templates\
Then when you open up the game you can load in that template.
Alternatively you can type it out in the in-game screen but this is a bit annoying.
Some sites like PvX Wiki I believe have a 'save build' button which will download the file for you and you just pick the save location. The gwbbcode used to have this too.

You can copy the code right in-game into the builds window, by choosing "template."
Whenever I am not in-game, I use this.
But here is the build for you anyway:
[build prof=Ranger/Ritualist Expertise=9 Communing=9 ChannelingMagic=12][Signet of Spirits][Bloodsong][Vampirism][Painful Bond][Whirling Defense][Dodge][Zojun's Haste][Dwarven Stability][/build]

Copy the code (ctrl+c) press K in game. Once you have the skills and attribute panel open, you press the button next to profession, in the top left corner. Then you press template code, delete the existing code and paste the one you copied earlier (ctrl+v).
Now you've got your build and you're able to save it, load it etc.

Yeah just copy-paste over the line of code in Template Code and press Load to immediately load it or Save to save it.

In Vista, the folder location is in "C:\users\*yourname*\documents\guild wars\templates\skills"
