I would Suggest Putting a Highly Salvagable mod on it and shoot for a Saphire or a Ruby

eh, that's a tough call. I think the odds of getting a gem are pretty low, and from what I've seen the measure for measure doesn't affect gem salvages from those. (I've salvaged 2 rubies from blue jeweled daggers without a meas4meas in the past, and the couple times I've salvaged rubies from gold jeweled daggers with meas4meas I got only 1 ruby.)

Were it mine, I'd salvage the +30 and the shocking tang and sell those separate. Then I'd be happy to get 3-4k for the dagger skin alone.

Agree with that , chances are good enough. Much better than spend XX minutes trying to sell them.
