When does the e-transmogrifier tonic drop?

I heard that this tonic drops only on Halloween, but there is nothing that says that, does anyone know if this tonic drops year round? or on halloween only?

it's an uber duber rare year-long drop from the zchest. same with beetle, yuletide, sinister golem i think.

well a buddy of mine says got his few months from the zchest. so im guessing year round very rare.

^^ this. They are all super rare drops that drop all year round. Friend got an ever frosty on Sunday.

Yep, it's year-round and can be obtained whenever you open the chest (however, it IS a lot rarer than the monthly tonics for obvious reasons
