Hey,
I just got a strange item to drop it is a staff that has no requirements, yet it has Halves Casting Time of Items Attribute on it?
Will this do absolutely nothing, or does the item perhaps have a 0 req in XYZ Attribute?

That item didn't drop.... least not with those mods. 20% perfect mods like those can't drop on a blue item of such low level. Never considered it though, but I doubt it allows 20% casting bonus for ALL spells, as that is maxed at 10%. It will probably do nothing, but it is worth testing.

To clarify, perfect mods like that don't drop on a blue item of any level.

It'd be no different than slapping stuff like that on Wintergreen equipment - it'll do absolutely nothing.

It would be awesome if you could have 40/40 of all item attribute wand/offhand combination, but sadly it doesn't do anything :/

Yeah I did put the perf mods on for lolz, but it did have those mods on it when it dropped (near perfect from what I remember) Honestly I think it must have an attribute set to 0, but I could be wrong.

The item halves casting time on the spells of the items attribute, if the item has no attribute then you get no halves casting time.

Yes, we all know that the inscription can be added, but, just how many blue staffs have you found with max HSR and HCT inherent mods?

The only inherent mod (aside from the +3 energy and 4-6dmg) is the HSR 10% on all spells, which is the absolute lowest you can get on a staff (inherent HSR on staff goes from 10% to 20%). Both of the 20% mods on it were added later, an Adept Staff Head and an "Aptitude not Attitude" inscription.
