So I read a topic in PC forums around a few days ago and the OP had listed some shields with low armor + reqs and people said they were worth something.
I just wanted to know if anything of this sort had some type of value.
A:13, r7 strength -2/stance
A:10, r2, tactics +16hp while enchanted

Low req (at least 8 or preferably 7) and 16 or at least 15 armor, inscribable Tactics and Str shield do have some value for PvPers. Because the ones you have don't meet these, there are really not worth all that much as far as I can tell.

You might get some money for the 10/r2 tactics one if and only if it's an inscribable shield which would allow the new owner to put max mods on. Otherwise it's merch, yeah.
