Only one I can guess at is the shield, and I'd say merch or salvage hoping for monstrous bits. It's not max, it's single-mod, I highly doubt 13ar is the max possible armor for req 6 in the drop tables. While Warrior secondaries often like to run low numbers in Tactics, Warrior primaries using str at all will generally be able to spend enough points in Str. to use a max armor shield.
