Is it possible to have an uninsc shield that is still mod-able? Also can draconic aegis come uninsc?
Hmm, due to the fact that Im still confused, is it possible for the attached shield to exist?
EDIT: Tasha's post at the bottom is correct. this is a picture from another auction site. i want to buy this shield, but id like to make sure it is even possible to exist before i do, or that the person made a mistake when they entered it

Uninscribable shields are never modable
Draconic Aegis, as far as I know, only come from certain EotN dungeon reward chests. Therefore, they're always inscribable and the min. req possible is 9.

EDIT - regarding JonnieBoi05's comments below - Sorry, I forget that not everyone thinks of inscribable/inherent the same way. What I meant was, as I understand it, Draconic Aegis shields drop only from places that produce inscribable weapons; therefore, you can't get a Draconic Aegis with inherent mods. Sorry for the confusion. .....
And then I see that picture added to the OP, and now I don't know what's going on for sure because ...
- no, it shouldn't be possible for the shield in your picture to exist in game. If one of those reward chests drops a Draconic Aegis, or any shield for that matter, with no inscription slot, it would not have dual mods instead.
- that picture doesn't look to me like it was actually taken from a screenshot in game.

Wrong. ALL items can potentially be UNinscribable (for the case of NF and EotN weapons if it is UNInscribable you will not have a mod in that place and it would be considered "non perfect") and you will not be able to apply an inscription on it.
I had a req 9 VS drop for me once and it was uninscribable. Meh.

To ultra clarify:
Only inscription offhands can be modded.
All weapons can be modded, regardless of inscription slot or inherent modifier.
ALL weapons can drop without either an inscription slot or inherent modifier (ie: completely clean aside from base (white) stats).

To clarify the clarify of the ultra clarify:
If it's from Nightfalls or EotN and not from Prophecies or Factions and if it's a shield it can be upgraded with a handle whether or not it is inscribable or not.

No, I think that picture was taken from another Guild Wars related auction site, where sellers enter the stats for their item, and the items are presented to viewers in a format close to what you see in game (ie, as that shot).
In other words: that isn't an in game shot. As an extra give away: the surround of the stats curves back underneath the text without leaving room for a merchant price.
