r7, 16 AL Command shields?

I was wondering if these types of shields even existed
And if so, how much would one cost?

No, they don't exist.
req7 inscribable shields can only have up to 15 Armor.
req7 Armor 16 is only possible on non-inscr. shields, so only for Tactics or Strength.
