PC on some items

I need help with PC'ing these items:

Storm bows:
-r9 14%v. hex, +7 armor v. phys, zealous, uninsc
-r9 20%enchanting, 33% Daze, uninsc
-r9 14%/-5e, 33% Daze, 19%vs. giant, uninsc
-r11 20% while hex, 33% Daze, +5 armor, uninsc

Dragon's Breath Wand skin (r11 fire, purple, inscr)

I'm not positive, but I think everything you've listed is in the unfortunate "merch to a couple k" range.

Storm Bows have always been a popular skin, but they're available inscribable now and more and more insc. and non-insc. versions with desirable stats appear on the market from sources like UWSC, zChest, etc. The stats you listed on your bows make them the sort that folks might only use for pulling or screenshots. I'm not sure how much of a market there is for those kind of storm bows anymore.

I'd also say the same range for Dragon's Breath Wand. r9 gold insc. Dragon's Breath Wands aren't hard to find for 5k or less these days.
