New Effect in Underworld: "Every time a monster's attack misses or gets blocked, nearby foes take 20 armor-ignoring damage."
This would totally end sin-way UWSC. Since UW is an elite area, it needs an effect.

i think UW does need an area effect but i dont think your idea would be good. Because not only does that hurt permas but it hurts balanced groups that might try to blind an aatxe or something like that.
I think a better effect would be something along the lines of all enchantments being disabled after use instead of recharging. This would make it so SF isnt maintainable put i dont think it would hurt normal groups that much either.

that sounds like a rediculous idea. may aswel say 'while in the underworld, all allies move 90% slower' that could also stop speed clears.
but its not a good suggestion, as it would just mess up anyone else who wants to play underworld. its the builds that need the nerf, not UW needing the buff... although... looks like that may happen soon anyways

this would also have a large negative effect on balanced groups. I tank UW on my ranger using stances and this would destroy me pretty fast in HM

... No? It would ruin UW farming, which would make prices of ecto's unreasonably high, making it near impossible to get FoW or Chaos gloves. I think UW is too meta too, but seriously give people a chance!

As noted by others already, this would end SF Sins in UW, but it would also ruin the balanced teams using skills like Aegis or Blinding Surge. And I don't think the area is the problem, it is one specific build. Changing UW to make a certain build not work is not the smart way to fix things. The only problem, ONLY (in my opinion), is that Shadow Form can be made permanent. Make it have a down time, even if it is only 5 seconds, and the speed clears/farming isn't ended, but significantly slowed down. In fact, it is changed so drastically, the entire build will have to be modified to make sure you are in a safe spot when it ends so you don't get killed (Shadow of Haste + Dash anyone?).
Only thing that needs to be changed with SF is the perma. UW does not need to be changed, and the only reason you have mentioned for needing to change it is SF farmers. If your problem with UW is the SF farmers, find something that fixes THAT.

If shadow form can't be maintained then the result of it dropping needs to be considerably changed. Maybe lose half health or lose 100 health. No all but 50 or w/e it is or maybe lose all energy when it wears or something. Agreed it shouldn't be maintable though. Agreed it needs the nerf not UW. Agreed mares should get sig of dis.(or maybe just the mindblade specters)?

However, my suspicion is that the Skeletons of Dhuum will be a permanent addition - and they certainly seem to be aimed at taking unsupported permasins out.

Buddy below, farmers are the most pathetic creatures in the game and always will be in online games. They don't play games, they farm in them. They whine about every change that makes their shitty gimmicky builds harder or impossible. They whine whenever developers put a stop to their shit. Wake the hell up and try to play the game.

no matter what you do, people will farm. the game wasnt made for farmers, people just found ways to do it. its human nature for people to want to get rewards quickly for minimal effort. no matter what nerfs or buffs you make, people will find ways to farm something.
farming doesnt mean a single player going out and doing something, you can have a team of farmers that can blast through a dungeon quickly, so your economy would never be 'adjust' as you put it. it would never be possible. even in the real world the economy is never stable, so good luck getting it in a game.
