Okey, so this problem have been bugging me for a while now. Ever since I got my new graphics card it's been quite unstable in Guild Wars and I can't seem to find any reason for it, so here we go.
Comp specs (tell me if you need more)
Intel Core 2 Duo @ 2,14GHz
4GB Ram
XFX HD4770 512MB PCi-E (running on latest drivers)
Windows 7 64-bit
The problem only seems to be in Guild Wars, I can play newer more demanding games like Borderlands and Batman: Arkham Asylum at a steady 60fps. Guild Wars, however, is at 10-30 FPS with maxed settings inside my Guild Hall. I've tried re-installing GW, formating and defrag through Windows and a program called Smart Defrag. I'd like to metion that I've had it working for a while but it cuts out all the time, when it's working I run at a steady 60fps with v-sync and ~150 without. I've also tried installing XP, but with the same error.
There's just no logic to this in my eyes, I have no idea what to do/try next.
I've done both disc installs and downloading the game from the web and using "-image" command. (This is definitly not a network issue since I just tried it and got 80Mbit/s download and 20Mbit/s upload.)

hmm, i honestly don't know. you can try downloading and installing the latest directx redistributable and see if that fixes it or not. failing that, try installing older drivers. as far as i know, the latest driver does not break compatibility with GW, but you never know.

Id check the specs for which graffix cards are totally compatible - i used to run my onboard card which gw used to moan about and even tho it was 256 meg i had seriously low fps - switched to nvidea card and im around 100 fps everywhere.
Also set all graffix options to low/lowest they will go.

and yes to my surprice GW was running at 16FPS.
Few things I notice Guild Wars main procces is alwasy running at "Low" not "Normal" or "High" and yeas i think the games it self does purposely and sends the big work to a background worker thread(s).
What I did was run the game with the -fps ##(Set it at 60 the standard) parameter. You should only have to run this command once. That resolved my problem. Hopefully that helps ya too!

GW.exe will always default to low priority if you minimize it. when it is not minimized, it automatically set itself to normal.
the OP is using one of the best upper-mainstream graphic card in the world. it is obviously sufficient to run GW. and the amount of vRAM on a graphic card is a very poor indication of its performance.
