Keeping Track of Your Character skills, quests, locations, etc

This may be a better forum for this question, but since it a "technical" or "technology" question, I decided to post here.

Is their a local application that you can use to keep track of characters on an account?

Keeping track of skills across characters drives me nuts! Is the skill locked, unlocked or known?

I started playing my wife's account in order to "run" her characters. Again, same need keeping track of found locations across characters.

Keeping track of completed quests is another thing that might be included.

I either need alot more stapled papers or a local application.

There used to be a program like this, I'm not sure if it did everything you're asking for, but it sure did the elites. I'll look up what I can find

If you're thinking of somthing like the WoW Armory, which allow you to view your character details, stats, equipment, etc without having to go in game, then no, there isn't

Mapping Out, referenced by Jebus above, allows you to manually log Elite skills, and you can pin notes on the included maps, but there's no interaction between this and ANet's records.

I use a sheet of paper for this. But I have used Rohar's Roughnecks in the past (and need to update it, actually).

You still have to enter the stuff manually, but it's about the best I've found as far as keeping up with what has and hasn't been done. As far as quests in particular, that's anyone's guess. Missions, titles, etc. are about the only things you can keep up with to any certainty just by checking your hero tab and the world map.
