It's in the middle of the prophecies campaign....but at that point you can transfer over to another campaign if you wish.
After you finish Prophecies you will need to return to Lion's Arch to go to (start) another storyline.

If you start a new character, it'll be a level 1.

will i start back at lv1 ? |
You'll start the new campaign further in than a new character would, skipping the introductory sections and quests that were designed to level you up in preparation for the main storyline.

No, if you bring a character over from Prophecies, you'll be at the level you were when you left Lion's Arch. (Generally approximately level 10-15 if you go without completing Prophecies, depending what you did along the way.)

Honestly, Level 1-2 quests in Factions or Nightfall would be incredibly boring if you've already fought your way to Lion's Arch in Prophecies. That's why they jump you ahead, so you get material that will actually be somewhat challenging at a higher level.
If you don't want a head start on the campaign, you'll need to make a fresh character.

some of the beginning areas are for beginners.
going to another game, is like going to a different continent.

While bringing your Prophecies character to another campaign does not allow you to do the new character quests for that campaign, you can still explore the whole area. You can still get the Cartograper title and do all the missions for the Protector title.
Also, in the Nightfall campaign, you can still do the "how to use a hero" tutorial.
For information on the quests that take you to another campaign, here is the wiki link for Campaign Travel. http://wiki.guildwars.com/wiki/Campaign_Travel

You can always start a new character in the other campaigns if you want to experience all the quests/missions fully.
Btw, there is no port city for Eye of the North - you gain access to EotN from the other port cities.

I've went ahead and made a picture of all 3 Asura Gates that I mentioned as a reference to see what I am talking about. I hope it helps some.
