Recently I captured the Poison Arrow skill with my 2nd profession, assuming I could use that skill for my Ranger (1st profession). That however seems to be a wrong assumption.
Is a captured elite skill only usable per character, not per account?

It's only usable on that character. BUT, it does unlock the skill for any of your account's heroes to use.

Capturing an elite skill on a char makes it usable by that char and unlocked for the account: i.e. pvp only chars and heroes of any char will have access to it, any of your chars can learn it using an elite tome.

but if you unlocked a skill you can use a elite skill tome to get it on another char.

While buying an Elite Tome will work, it'd be cheaper to jump across to Prophecies, get a run to Droknars Forge (maybe 2k, haven't checked in ages), then cap it in Witman's Folly. The random spawns are annoying, and if you/your heroes aren't level 20 then it could be hard, but it's definately a much cheaper method if you really want PA but can't spare the cash.

6k and about 10 mins work, or 3k and 20+ mins work. nah i'd buy an elite tome. you can easily farm the extra money in the time it took you to capture it, imo

You cannot use all skills on a pve char. You now have it unlocked however, and all your heroes and pvp chars may use it, if you have an elite ranger tome, your primary profession pve ranger may gain the skill.

Just started GW in September, so I'm quite new to all this but what I found out thus far is that it takes a lot more time to learn the game. Never did the elite tome but I'm going to and take your suggestions at heart.
Oh, yes I've got a level 20 char, seven even - all different ofcourse and from all campaigns - just to learn what they do.
