If the shield is inscribable and max armor, then it is pretty valuable but you'll need to specify what attribute. (edit your post above to say so - don't bump early to reply.)
If the shield is not inscribable, then it's probably not worth more than 5k, if that, regardless of attribute, and it would likely be pretty difficult to sell. This is because it's single-modded and no one can add mods to make it dual-modded later. Sorry.
