first off never go off wiki for what armor is the best. Second all the armors have the same rating and such, its all about the skins that cover them, it all depends on what you like. Though fow armor is the most expensive armor in the game, it has no advantage since all elite/non-elite have the same stats.
What do you mean by "best"? Are you referring to the elitist value? If so, then chaos gauntlets with the FoW armor is considered the current "super e-peen" due to the massive amount of ecto used in their creation... though they look supremely terrible together.
Other then that, there's no armor that costs more to get because of the materials.

As long as your armor rate is maximum (80 for Warrior), don't let anyone dictate your armor choices - it's totally personal and only you can decide what is best for yourself.
I am a great fan of FoW armor on Monks so I definitely went for it even though many people seem to have a kind of spite against it... And I have Blindfold, Chaos Gloves too - which to some people is the ultimate fugly-e-peen outfit (only behind Ninja masked Monks, lol). However, I like it and I think it looks fine (works well on Monks/Paras/Dervs due to our sleeveless armors, contrary to most other classes where the sleeves show an awful gap).
That's not to say I only use 'e-peen' armor, I also have cheaper sets which I consider good looking, such as Kurzick, Norn, Elite Sunspear, and a large collection of Spectacles.
Bottom line, all max armors have same effect in battle - the looks are a matter of personal preference, and no matter what you do, someone will be there to criticize. Get FoW and people will say it is ugly and you wasted cash. Get normal armor and you are told you look cheap. That's life. So don't try to please anyone but yourself.

Epic Uglyness. Everyone wears that armor, be a little creative and make your own combo, that you really like, not that others have.
