Shield of the Condemned

On both wikis it says that the Shield of the Condemned can either be Strength of Command, but I've only seen the Command version. Can anyone verify that there is a Strength version of this shield?

i had one of these so i can confirm they do happen but they are pretty rare to get as strength shields

I've gotten one of these, actually got it in a double drop with the command version.
