Yea, I find this to be a bit ineffective. Wands and Staffs have VERY low critical rates. And I don't think Chaos Damage can ignore armor. But I do know do know holy and shadaow damage does.

There is a difference between wand damage and damage done by skills.
Holy damage done by a skill will ignore armour, whereas holy damage done by a wand will not. Chaos damage done by wands does also not ignore armour.
On the subject of the build:
Elemental wand + conjure + spirit's strength + GDW (which someone else casts on you of course!) + IAS!
Edit:
The ele wand should be fire so that you can bring Mark of Rodgort.

There was a spirits strength wanding build made ages ago...which is a million times better.
