I put these 2 builds together specifically for Dzagonur's Bastion. After a couple tries, I managed to complete the Master's reward pretty easily. It was really just a matter of knowing where to place the Whispers NPC groups.
Anyway, I am not very familiar with Eles and even less familiar with how heroes tend to use builds. During the mission, I noticed that sometimes enemies would be wiped out in the blink of an eye and other times, such as when fighting the Generals, there was a significant delay before they'd start laying on the damage. I'm not entirely sure why. Anyone have comments on this build or suggestions on how to make it more effective?

Are you talking HM? There, elementalist damage is pretty bad. Hero elementalist damage is even worse, since a player ele basically does damage through PVE skills heros can't take. Even air magic does crappy damage vs high-armor foes like those in HM.
Even in NM, you're dealing with sickeningly long casting times - even your air ele will take 8.25 seconds inc. .75 sec aftercast to get his 3 spell attack chain off. Glyph of restoration is a bad idea 'cuz it's a self heal and your monks can do the job better.
You'd probably be better off running dumb searing flames spammers (searing flames, glowing gaze, etc).

Arcane Echo was just for fun (I'd have him echo Glowing) and you should probably replace it with meteor shower. Ditto with the ward on one of them if you run two of them (which you should, for SF). Set would be 40/40 fire. It'd suck in HM or vs destroyers.

eles don't know how to use glyphs good. Fire magic ele has high recharge skills.

My veky runs Ether Renewal Protection, while Zhed is currently set to Earth. He's pretty much running your basic Herta build:

I was curious, what kinds of setups can a hero actually be smart with using the ether renewal builds? I would assume infuse health is out of the question which would mean an "er healer" probably wouldn't be workable unless your using like heal other or something.
Is it just an ER hero with all spammable protection spells or something?

ER prot+infuse vekk got us through half of UW after a monk dropped. The improved infuse AI makes them completely awesome. I would just give them a cheap spam skill like draw or reversal so they keep their own energy/health up. There are some drawbacks though.
1) Can suck a little when other AI healers waste healing on your ER infuser.
2) They will vigorously infuse minions, which usually isn't very desirable.

Switch Infuse for Jamei's Gaze/Heal Other if using minions.
Experiment with different healing/proto spells to see which ones you like. I normally only go for the ones with >1 second casting times and >5 sec recharge.

I assume you're worried about them infusing minions.
It's not too bad and it's nice if you don't want the MM to bring BotM. I find they tend to use Patient Spirit for that anyway and generally don't do it in battle.
The real annoyance is when you bring two ER heroes and they get stuck in an infuse cycle with each other.

I'm using this ER-healer build (free slot is either Cure Hex or Mend Condition) for about one year now and nearly never used my monk heroes again.
