I have just upgraded to Windows 7 Ultimate 64-bit from XP Pro SP3 32-bit on my rig, and the newer Catalyst Control Center will not permit me to enable GPU scaling (section in grayed out). I am running the latest version of CCC, and have an XFX Radeon 4890. I had no problems enabling this in Windows XP.
The ATI forums have a sticky saying you just lower the resolution, but as soon as you open a full screen program (ie Starcraft) then it stretches anyways. None of the suggestions in the threads of the above linked forum helped.
Anyone know how to fix this, or should I wait more for an ATI fix?

i don't know if this still works or not, but you are welcome to try it:
-right click on desktop and click screen resolution
-change it to something other than your monitor's native resolution
-go into CCC, GPU scaling should be now available. enable it now
-while still in CCC, change your resolution back. GPU scaling will now be grayed out, but your setting will stick
