Bottom districts will do that on occassion. I saw it happen during holiday events in the past. It won't be full, but the other lower districts won't have enough people to warrant having the extra distict. So to be able to empty it out, they prevent more from entering it. As soon as everyone leaves from it it will be removed from the list.

Maybe when they close districts (when everyone in the dis is gone I presume?) the district bar doesn't get updated until you zone. That means a district can be closed and you can still select the district, but it will be closed and you get the message you got. That's what sounds logical to me.

Basically, like MagmaRed said, this happens when the system is reducing the total number of districts. This can happen anytime a large number of players have converged on a particular outpost for a while, such as when they go to a place to do a Zaishen quest. As players start to leave and districts empty out the "district closed" thing may come up as districts are closed or re-numbered. (I can't swear to it, but I believe I was once in a district that got re-numbered)

If you think about it... this is the only logical way to get rid of districts. Otherwise, LA would still have like 150 districts all the time because somebody could just stay in the high number districts after an event.
