Guilds are irrelevant. This... is...... BUILD WARS!!!

The started area of Prophecies is Pre-Searing Ascalon. After progressing through a few quests, you move to Post-Searing Ascalon, and from that point on, you can no longer access Pre-Searing Ascalon on that character anymore.

As for the second question, Eye of the North is an expansion, not a campaign, so there isn't exactly a "starting area", but the place where the expansion starts is always Far Shiverpeaks, namely, Boreal Station.

The starting area you see in GW: Prophecies is technically Ascalon, which is the place where you start the game with the full map. 2 years pass from when you start the game, and Ascalon has been greatly altered by the Char and the Searing.

You will notice as you walk around in Ascalon that the two are similiar, one is pretty and green, and the other is reddish and desolate.

In other words:

Characters started in Factions or Nightfall can never go to pre-searing ascalon.

Characters started in Prophecies start out in pre-searing ascalon and can stay there as long as they like. Once they leave pre-searing after doing certain quests, they can never go back.

Eye of the North is designed for Level 20 characters, not starting characters, so that content is not available to characters in pre-Searing Ascalon either way. To access Eye of the North in Prophecies, you need to get at least as far as Lion's Arch, to get the quest to take you to the portal. (Characters will generally be around level 10-15 when they get to Lion's Arch through normal play as opposed to running there, as it's after a fairly significant amount of plot progress.)

Whether or not you have Eye of the North installed has no effect at all on characters starting out in Prophecies. You would start out in the same area either way, and only later on would you have the option to access that content.
