IMHO
I'd salvage the insightful staff head off it and merch the staff. It's not perfect.
#1 dmg is 10 - 18 while max dmg should be 11 - 22
#2 HSR is 17% while max HSR is 20%

Salvage insightfull Staff Head.

Then merch the staff.

1- Not max damage.
2- No +10 Energy.
3- No maxed HSR
