Engage has said that the thread shouldnt have been discussed in, yet it wasnt created in PC section, it was moved there from guildwars chat.
Does that mean mods cant see when a thread has been moved to another section?
The OP of the thread deserves an apology IMO.
Bad Communication Between Moderators?

It's not bad communication. No, we certainly don't make a post and alert every moderator when we move a thread but I'll give you a crash course on VBulletin so you can know why we missed that.
We see the same things the users do. We don't see when a thread has been moved. Looks the same to you as it does to us. There's no flag or star next to the thread saying 'hey look, it's been moved from another section.'
In order to see that information we have a nice little tab called Thread Tools that's a pull down menu. From there we can go into "Edit Thread" and only then would we see what's happened. It's not something we check. Why? Because it's not necessary. The hundreds of moderating actions a day on this board wouldn't call for us to view the history of each and every thread.
You are correct though, we will give the user an apology.
