Dual Vamp 1 Handed Weapon

i need a sword or axe with an inherit effect of 15% damage and -1 health regen. there IS NOT an inscription with these mods so it must have been found in factions or proph obviously. but yes not to get it confused, the effect in which an inscription gives on a weapon. must be 15% damage -1 health regen. but not 15% damage and then a vampiric mod on it. it must obtain health regen-2 total when a vamp on is on it.

Calintz Strife, Fayt Kai, Energy Shield, Olender Beloved, Celestial Sanctuary, Necro Construct, Zodiac Memories, Mugen Highwind, Wu Tang Dynasty.
