Can't start Nightfall mini-quest(s)... Help ! (yes I have prerequisites)

Okay, I have tried to search using various key words but can’t seem to find my answer.
If this is a popular question, please be patient and either just answer here or give me relevant thread links.

I am under the impression that I may already have been too high level for some of the initial mini-quests on the Kamadan Island.

Is every Nightfall mini-quest available to the seasoned 20++++++++ level character coming over from Prophesies?

At what point should all mini-quest be available regardless of level and previous campaigns?

If you're trying to do Nightfall quests on a Prophecies character, then that's your problem. Other than the main quests to get off the island, no other quests are available to characters from other campaigns.

Well, the majority of quests on Istan are only available to Elonian characters

Some quests are also mutually exclusive (taking Master of Whispers or Margrid for instance)

If neither of these answers your question, please elaborate.

I'm not sure what mini-quests you're talking about, but to add to everything else here: if your level's too high, the scouts won't give you bounties. If you're level 20, your level's too high for any of the scouts in Istan to give you bounties.

Just to add, theres no such thing as having a level too high to get quests. You can't really lose quests unless there are two that are mutually exclusive.

You must be looking for quests on Istan, the little starter island. These quests are only available to Elonian characters because they would occur during the time your character spent in Ascalon/Northern Shiverpeaks. Similarly, the Ascalon/Northern Shiverpeaks quests are only available to Prophecies characters and Shing Jea Island quests are only available to Canthans (Factions characters).

Also In Nightfall Some Non-Primary Quests Require A Certain Rank In Sunspear/Lightbringer Titles (For Example) That Could Be Your Problem
