It appears that decorations, 4v4 Snowball Arena, and some of the PvE quests have been rolled out.
However, there is nothing at Tolkano about the 8v8 Snowball ATs (EDIT: this was resolved about an hour into the event), and some of the more popular quests such as The Strength of Snow and Straight to the Heart are not available (EDIT: still no Rift Warden).
Is this an error, or is there a staggered event rollout schedule of some sort?

Yeah, the Rift Warden was a day or so late last year as well.

EVERY holiday... and I do mean EVERY holiday event... ever... in GW1 has had staggered quests and collectors. This is supposed to happen. It is supposed to take a while for stuff to show up.
The fact that these threads always come up is kinda bizzare
