On the Wintersday's homepage on wiki, it states the following:
"Miniature Polar Bear: Help the Snowmen or Grentches in their two quests and maybe you'll get a little treat at the end!"
If my understanding is correct, the ONLY 2 quests it is referring to are:
a. The Greatest Snowman Ever Made
b. A Very Grentchie Wintersday
Is that correct?
Lastly, do I increase my odds of winning if I do it on every characters I have, or the odds is base on whole account and not characters?

ur odds are most likely not increased by doing it on different chars. it would probably be decreased actually if u did so because u would be wasting extra time inbetween runs to swap chars, netting u a few less overall total of runs ;-)
