If your pet was a low level when you turned it in, it can be recharmed by finding it out on the menagerie grounds. If you leveled it up, talk to Wynn and she will summon a leveled up pet for you to capture.

You have to charm them, and bring them to the menagerie tamer in order to add them to the collection. From that point on that pet will be available there.

If you're asking if it's possible to get pets from there without having to tame them yourself... either waste $9.95 on the pet unlock pack in the store, or use zaishen coins to unlock them.
