Sunspear Title/Bounty Problems?

ok so i brought my factions character over to nf and every time i try to talk to a sunspear scout he doesnt give me the bounty he says something about "i Didnt know kormir took our problem seriously" so anyway yeah i cant seem to get it i know this is a noob question with a simple answer but its been troubling me for a while now thanks

It may be that you are trying to pick up the bounty on Istan in normal mode. According to the wiki, there are some areas where characters from other campaigns cannot pick up the bounty. I would guess that trying another shrine or perhaps making it to the mainland would help with this.

It's because the area level is too low for you. The only place on Istan you can get the NM bounty is outside Beknur Harbor. The Issnur Isles Scouts will give you bounties. Otherwise, you need to get to the mainland for bounties.

You can do all the available quests and amass enough points to get your rank up to required levels.

Just completing the chain of quests that'll lead you to the consulate docks will net you r5-6 sunspear rank, no real point in farming that spot anyway.
