A lot of districts didn't get hats.

I was in a district, before event started. It finished with no hat to anyone in town (presents still going).

Looks like a lot of districts failed to receive hats.

Great start to the new year. Got grenths hat fine in LA, switched to kamadan and didn't get a dwayna's hat. (I'm not the only one, tons of others are QQing about it as well)

I just missed LA, so switched to Kamadan in time for the "game", but didn't get a hat at the end.

Similar thing happened to me. A friend and I were in LA and each got a Grenth hat (Ice Shard Crest.) Together, we zoned to Kamadan. We found a district where the ring game was still going on. Standing there together on the same team, my friend got a Kamadan Dwayna hat and I did not. We were both getting presents from the fireworks in Kamadan.

I don't think it's as simple as whole districts aren't getting hats. :/

Got grenth hat from lions arch then mapped to Kamadan before it started
and didnt get one for dwayna ,dwayna won the 9 rings

Got both "hats" ok and both are crap on the design anyway.

Heaps of people in Kamadan were complaining about not getting hats and they were there before it started I got the Dwayna one.
