Question answered - Thanks a ton everyone =D will do the quests and go to the districts with the guilds that specialize in getting all the ingredients for my best chances of getting as many lunar fortunes as possible ^_^

If you wanted to make sure you had all ingredients, then it would a case of 9 of each ingredient. One to cover each every-3-hour finale. ... I don't recommend being awake for each finale. I've done it. It's not pretty @_@
With regards to the timing, it's about ... 20 seconds? Maybe less? It helps to stand on the far edge of the chef area, completely zoomed out so you can see all tables and what the chef calls for. Run up, give them the ingredient. Get into position again, have a quick breather, then the next ingredient gets called out. There isn't a max-limit on what each chef wants, no.
But yes, as Icy said, just keep an eye out for guilds sponsoring districts and join one of those. You'll lose out on 9 tokens from not giving in the ingredients yourself, but in the time it takes you to farm each of those ingredients, you could probably farm tokens faster from monsters
I've always had my mini before the finale rolled around by taking all my characters through the quests. They're quick as long as you have all the outposts opened up beforehand. Much easier than having to wait til the finale!

You can use a Red Bean Cake to speed yourself up in town. That would help get around to the chefs more quickly.

Many Disrtricts are hosted by guilds such as mine The Canthan Defenders so you shouldn't have to worry hopefully the guilds that normaly do it pull through again this year anyone know the date or month this year?

i think what he was saying is that he wants to turn in like a stack of one item and get a ton of fortunes and wants to know the time window for turning in any one item.

Chinese New Year falls on February 14th this year, which is a Sunday. So I would guess it will be the Friday before (Feb 12th) or the following Friday (Feb 19th). But that's just a guess at this point.

You can only turn in one of every type of ingredient for a reward per Emperor visit.

not true - if you get it correct you can turn in about 20 of an item before the chef asks for something else. we shipped several stacks of naga hides last year that way.
