I really want an end-game Nightfall skill for my character, but it would take me forever (just started recently). If I buy a nightfall skill unlocker on the official site, can I learn the skills I need at ANY skill trainer (even in Kamadan or in Kourna towns)?
also, I've heard about these elite tomes... how much are people selling them for? are they random? I mean, do they give a random elite skill or I can choose the elite skill I want?

Unlocked skills are available at all skill trainers in the campaign the skill is from.
With an elite tome you can choose the elite skill you want from the ones you have unlocked.

the guildwars skill package is only for PVP. if you want the skills for PvE you will have to unlock them yourself. What you could do is to do the missions that are necessary to finish Nightfall and have someone run them for you. You might need someone to run you to those cities also.
As mentioned above, you can also purchase Elite tome inside the game to unlock Elite skills that you might need.

Or you could do some pvp, like AB SD JQ FA and get enough faction and then unlock it at a priest of balthazar then you can buy the skill at any trainer from which campaign that skilll is from.

wait, what? I don't understand x.x So if I buy it I can't learn the skills at any skill trainer? But the description in the shop says this:

If you buy the skill unlock pack all skills that are under that pack will be unlocked on your account. meaning they will all be available for your hero's and PVP characters and you can buy not elite skills at the skill trainer and learn elite skills with an Elite Skill Tome.

You should read the wiki page on unlocking.
The skill unlock pack unlocks skills. Unlocked skills are available to the whole account. PvP chars can use them right away. PvE chars can learn them with tomes. Heroes can use them right away. All skill trainers will offer the unlocked skills from their campaigns.
Tomes do not 'unlock' skills! You can learn an already unlocked skill with a tome on your PvE char.

Xenex meant this: instead of buying a skill pack to unlock skills, you can also do some PvP to gain Balthazar Faction and unlock skills with that. Something to think about, because you wouldn't have to spend real money to unlock them. Unlocking normal skills costs 1,000 Balthazar Faction, elite skills cost 3,000 Balthazar Faction

the end-game skill I really really want is NOT an elite skill. I already got the elite skill I needed with signet of capture. do I still need a tome after I buy the unlocker? if yes, how much can I get a normal tome for? (not elite)

If you just need 1 skill, buying the unlock pack is extremely unnecessary in my opinion. 1,000 Balthazar Faction is easily earned by doing some Fort Aspenwood, Jade Quarry or Alliance Battle (try them, they're PvE'ey kinda PvP).
You don't need a tome to learn the unlocked skill. You can also buy it from a skill trainer. However, if you are already at the 1k per skill at the skill trainer, buying a normal tome is probably cheaper. Tomes have different prices depending on the profession. Assassin tomes are 150-200g and monk tomes can be 1k+.

okay, I think I understand everything now.
I think I might try PVP if I can find or come up with a good build, but I'm a PVE freak, so I don't know... my very first MMO was PK based and I always got killed while I was trying to lvl, and it made me frustrated. maybe that's why I dislike PVP =P but hey, I can try, right? at least I can't get PKed in GW =P

There will be heaps of stuff on PvXWiki. In low end PvP arenas like FA/JQ/RA it doesn't matter too much if your build is slightly sub-optimal (anyone who seriously cares about PvP won't be playing in these arenas anyway).

The best part about unlocking the skills is the fact that you have them on your heroes. I bought all the packs (except eotn if there is one) when they were 50% off a while ago.
