Ok I've decided to try fill my hall, mostly because of GW2.
If a hall is filled with the account wide option on, but no single character has a full hall does this mean that I'd still be able to get the bonuses in Guild Wars 2? I know this is very unlikely to get an anwser but it's always good to try.

Straight from the wiki article on the HoM: "Each of your GW1 characters has its own Hall of Monuments. However, the rewards will be "unlocked" account-wide and will transfer to your GW2 account."

Basically, as soon as you add a tapestry to a specific display, you can start adding stuff to it and it'll transfer from there.
For instance, if a char only has an armor tapestry but has 5 armors in it, those armors will count even if they can't add to any of the other monuments yet.

If a character places in a unique achievement, and the character is later deleted, will the achievement still be unlocked for the account view, or just still be unlocked in general?

What is unlocked in general? After you delete that character, you can only see that achievement in the account wide mode of the HoM.

Legendary Defender of Ascalon title is NOT account wide.
So according to the GW2 excerpt:
that achievemtent will be available in GW2 even though only one toon on the account has that accomplishment.
So once the trophy is in the hall.. ITS IN THE HALL!!! delete the toon and go for Survivor...
OR NOT... I would keep the toons around.. just pay 10 bucks for more spots just in case
