Short answer; No. Guild Wars has a hit location function, the insgina bonus will apply only to that piece of armor it is applied to.

nope.. You will only recieve the armor on that particular armor piece
Riot Narita
As above, eg. assuming you have 13+ in Strength:
If you have Sentinel's on chest armour, each time you get hit on the chest you will have +20 vs ele damage.
If you also have Sentinel's on leg armour, each time you get hit on the legs, you will have +20 vs ele damage, and the chest armour has NO effect. You'll only ever have ONE insiginia "working" at any one time.
Also:
I'm not sure there is conclusive proof of all that, but it means that if you were going to use just one Sentinel's insignia, probably best to put it on Chest armour. If two, then chest and legs.
If you have Sentinel's on chest armour, each time you get hit on the chest you will have +20 vs ele damage.
If you also have Sentinel's on leg armour, each time you get hit on the legs, you will have +20 vs ele damage, and the chest armour has NO effect. You'll only ever have ONE insiginia "working" at any one time.

no- the chest piece is hit the MOST so if you want to play the percentage game.. chest peice.. then hands and legs and then feet and head
