If you are an elite guru, you can have it changed for one time only. Moderators, Administrators and Site Contributors can change it whenever they want.
Some members (see End) have theirs changed by an administrator for whatever reason. End for example had his changed because of a thread a few days ago, in which pretty much every one who posted had theirs changed. Inde was having some fun (that thread is deleted). Others had theirs changed for things they did. For example Zinger314 (I think I got those numbers right) had his changed because of his negativity
