You purchased the costumes to be used for your "account". So you should be allowed to use them in Pre. Festival Hats, if they add a vendor, they do. If they don't, they don't.

But I think costumes should be allowed cause you paid for those for your entire account so all characters, no matter where they are located in the game, should have access to them.

Sorry thats not going to happen, we already got loads of rich merchants, Ldoas, Party Animals.. you get it. If you want to use pre as a tutorial zone then be my guest, you can leave anytime you want. this would be a good idea. Lets add some more then 2 armor sets in pre
